In 2021, after he named then-California Secretary of State Alex Padilla to replace Vice President Kamala Harris in the Senate, Gov. Gavin Newsom vowed that if he had to make another Senatorial appointment it would be a Black woman. Following Sen. Dianne Feinstein’s death on Thursday, Newsom’s promise shifted from hypothetical to real and hugely consequential.
